The other 39 firms together had ac quired bales of mixed-quality cotton from.the designated trouble areas. Of these mixed-quality bales, about 13 percent were examined for possible cor rection of the quality irregularity, a process which usually required removal of ties from the bales. Of the total bales examined, about Al percent were re conditioned. The average estimated cost per bale reconditioned, counting the cost of working both bales actually reconditioned and those re-pressed without being reconditioned, was This high cost explains why most mixed-quality bales move through marketing channels without being corrected.
